New set of rules, most of them are new, therefore they need to be tweaked, but for those we already have, most of them will remain as they are
Staff positionsAdmins - They are in charge of accepting new stuff only (chars, jutsus, weapons, etc), one of them will be a world eventer, creating world events.
Mods - They take care of both the Chunin and Jounin exams, and watch over battles, intervening only if necessary.
Sub-mods - Moderate missions and call the end of the trainings.
Rank positionsChunins, Jounins and Kages are responsible of training player's characters new jutsus, as all jutsus must be learn from another person
Kages should also keep an updated roster of his village, they are responsible of creating missions for his ninjas and creating events for the village.
BattlegroundsWinning a battle, earns you SPs and NC, 3 vs 3 at maximum, and always of the same rank, therefore, Jounins can't fight Chunins or Genins
Only one character per battleground, however if the player has more than one character, he can use all of them in different battlegrounds.
These battles have a time limit of two weeks, with one week break between each BG season perhaps
Winning a fight on a enemy territory earns you the right to initiate an invasion of that village instead of learning enemy jutsus.
MissionsAs i said these are created and handled by the Kages themselves in a thread created for that purpose, now it is possible to fail a mission, if the objectives are not fulfilled.
The only missions that can be self moderated are the D ranked ones, but these require three solid posts or you will fail in them.
Clans5 per village max, only one KG doujutsu per village, but all five can be bloodline clans.
BloodlinesNo one man bloodlines, bloodlines are always clans unless they are very well fundamented
BijuThe nine are dead, therefore all demons are custom ones, they have two requirements, all must be animals and only one per player.
Invasion warsThese are fought in three stages, the first one happens in the walls, where all ranks can fight, and allied villages can help.
The second happens inside the walls, this time only the ninjas of that village can participate with no rank restriction as well, the last one happens near the kage tower, but has the same rules of the second stage.
Each stage happens for one full week, if one side fails to answer it looses, in the case of the defenders, the second stage starts, if the attackers fail to answer, the invasion is stopped.
Prizes are SPs and NC
Chunin ExamsThree stages, first one a test (quiz), with ten question about the Narutoverse, the only stage no one fails, but still your char needs ten correct answers.
The second, the forest of death, it is team player vs team player, it is possible to die and to fail, NPCs are created if there is not sufficient players
Final stage, tournament, no deaths, Kages decide which ones are promoted to chunin rank, winning the tournament doesn't make you a chunin.
Each stage happens for a week, with one week break between second and third stage
Jounin ExamsTwo stages, first one where chunins complete their incomplete S rank jutsu
Second is a tournament, again no deaths, only the first and second places are promoted to Jounin, each stage takes a week.
JutsusD and C rank jutsus every one can learn if they belong to that alliance (therefore, Chars from the alliance can learn D and C jutsus of all allied villages)
B, A and S are hidden jutsus, no outsiders can have or learn. B and A can be tought, but S are specific for each character.
Kai release is an academy jutsu, ranked E, can only release up to B ranked Genjutsus if you have 40 SPs in genjutsu, therefore having no points in genjutsu prevents you from releasing yourself from them, but despite that, no bloodline genjutsus can de dispelled with it.
All jutsus are free of cost except for neutral jutsus.

General RestrictionsAcademy jutsus will have usage restrictions on a battle, prevent overusage of them, death is allowed if every player agreed on that before the battle started, each char can only be in one thread at a time.
Possible death rule
Death is always possible, but your chars have unlimited lives, therefore they always ressurect but with increased penalties each time
