The First Raikage - Kikotsu Ono Originally from a tiny village in the crime-torn reaches of the Lightning Country, Kikotsu Ono united the ninjas and clans of the land, bringing together the Todoroki and Warai families and gaining the Daimyou’s trust, in order to build a ninja village to defend the country in times of need. Despite the laughs of doubt, he used his incredible Storm manipulation and leadership abilities to quell crime in the country, and bring citizens under his protective umbrella. He was a fantastic diplomat as well, eventually uniting the Lightning Country with his dream, through his students and following Raikages. He forgave the mistakes of those under his reign, but taught them better, upheld the justice of the land, punishing those who tried to disrupt the world order, and ended the existence of anyone who tried to meddle with his country.

Second Raikage - Azalea Todoroki The Volcanic Emperor was a man known for his harsh judgement and firm ruling hand. He sent out a call for strength, bringing multiple new clans and at least a hundred new shinobi into the village’s army. He was one of the most powerful Yoton users to have ever existed, and created many of the techniques that the Todorokis still use today. One of the heads of the clans he had brought into the village attempted to kill him and take his position during one of his speeches, only to be utterly disappointed when he found that his body had melted. The Raikage went on to kill every last one of his clan that hadn’t already fled the village. About a week after the failed assassination, he handed over the throne to a rising power, going on to die peacefully, many years later.

Third Raikage - Katakith Warai The first female Raikage, the pride of the Warai Clan. A statue of her glory still stands in their marketplace. She was famous for her beauty, her sickly sweet voice, and her ability to lull any man or women into a sense of security. She was one of the most popular Raikages, encouraging a feeling of happiness all throughout the village, and bringing about a new kind of peace in the ninja world. She made the first alliance with Iwagakure, which was a huge step in the warring universe of ninja villages, forging a better path forwards for all the countries. She brought even more people to populate the village, finally filling out the humongous boundaries of the walls. When she was in battle, she was known as “The Cloud’s Scarlet Razor”, using her bloodline in conjunction with the weapons of the Red Jesters, their fabled Jester Knives, to eliminate anyone or anything in her way. Perhaps from living a life of excess, or perhaps from poison, she died at the age of 63, before she could name a new heir. The reasons for her death were never publicly released.

Fourth Raikage - Zanto Hayashi Zanto was a member of the odd Hayashi Clan, who have recently disappeared from sight and mind, not that anyone is concerned. He was a fantastic shinobi, using his bloodline to create beautiful crystal techniques, killing with relative ease. Despite his unique chakra release, he was better known as a master of the Cloud Village’s Lightning techniques, being rivaled by none. He was the man who joined with the Konoha Alliance against the uprising rebel villages, though he let his village get mainly destroyed during an invasion by the aforementioned. He was killed by his successor during a challenge for the throne, in a public setting. His death was not mourned, and his body was regrettably, most likely disposed of.

Fifth Raikage - Yahiko Antari A member of The Cloud Village for a long time during his life, Yahiko wasn’t a well-known ninja in any way or form. He was powerful, but lacked some kind of drive or inspiration. Sometime after his promotion to Jounin, Yahiko left the village without a trace for ten years. It is rumored he got up to the wrong sort of business, but there were no confirmations of this kind of activity. He was a ninja favoured by the people of the village, rebuilding it after the previous Kage’s failure to protect it. He possessed the mystical Gourd of Many Wonders, which he’d apparently found in the Land of Water. His reign as Kage didn’t last for long, as if he seemed to be eager to remove himself from the office once his city was rebuilt. He passed the torch onto the explosives expert Saku, before retiring peacefully and living in a quiet area of the mountain, a ways below the city.

The Red Jesters - Nenshou and Kahn Warai These brothers were famous during the beginning years of Kumogakure’s service to the larger world. Nenshou was the first man to perfect his clan’s Doukoushi Bloodline Limit, the ability to vibrate their bodies so quickly that they could cut through literally anything, with his brother bringing up the rear, effectively using the bloodline to gain a kind of super-speed. Despite being shoulder-deep in women at all times, and overly cheeky, they were hugely loyal to their village and family. During the first war between the Leaf and Cloud Village’s, these two terrifying ninja are what historians say ended the war. They went on to grow old, still defending the village, before dying peacefully.

Bloody Tiger - Nythe Akeru The Akeru Clan was one of the many recruits on the Second Raikage’s roster, notorious for their ability to create metal using their clan ninjutsu. The family had been infamous for stealing and taking whatever they wanted, and weren’t appreciated in the village. Nythe set out to change that, rebuilding the entirety of the Kumogakure himself, out of the trademark Akeru black metal. He went on to lead a famous Genin Squad, including the to-be Raikage, Zanto Hayashi. During a coup d’etat being violently staged against the Daimyou, he performed a now Forbidden Technique, killing all of the S and A class criminals staging the attack, as well as himself. He was succeeded by a wife and two children.

Ranika The Blind - Ranika Otomaru Not a powerful ninja or intimidating man by any means, he was known simply for being a kind soul, always doing his best to help everyone around him. Despite his blindness, he developed his own bat-like technique in order to use sound to hear things. He became an assistant teacher at the academy, never graduating to Chuunin to become a full-fledged teacher. When the village was attacked during a raid from a warring village, he sacrificed himself to save the life of one of his students, in front of a fleeing crowd, allowing a more experienced ninja to finish the attacker he was holding, despite the knife in his gut. He died within minutes, though his grave is out in the back of the Academy.

The Nether Rat - Roka Sorotoki One of the greatest shames on the name of the Lightning Country, Roka Hikisaka was a Tenjuu Container who betrayed the village to fight alongside a tiny organization of missing ninjas. He ravaged the small and vulnerable towns of the Lightning and Fire country, and everything in-between, destroying for the sake of it. Despite the demon sealed inside of him, he wasn’t a very proficient shinobi, and was dispatched by an ANBU team.

Lady Broadside - Tayuya This is one of the most famous women in Cloud history, with a natural affinity for destroying things, and a caring enough personality to not be a demon about it. She became a Jounin at the early age of sixteen, supporting her family since her father had to stay at home to care for her dying mother. During an interview about her early promotion and apparent ability, she revealed that her motives for being a kunoichi were to support her dying mother, and her popularity skyrocketed, raking in donations for her mother, then for the rest of the medical system. In a sudden turn of tragic events, her mother died when she was nineteen, causing Tayuya to start dating worse and worse men, a habit that didn’t end until she attempted to settle down with a man and have a child, who then left her and the child after five years. Having taught two Genin teams, Lady Broadside retired at the age of 49, and is still alive now.

Ripper #1 - Ryuujin no Yagami One of the oddest souls to ever come into Kumogakure’s hands, Ryuujin was a baby from the far-off land of Ketsugakure. The Demon Rooster had been sealed inside him at a young age, and his caretaker had taken him away from Ketsugakure when the leader of the rebel village began to become too power hungry to think of Ryuujin’s needs. After a few years on the run, Ryuu’s caretaker was killed by ANBU, and he found himself in Kumogakure. Ryuujin was a strange boy, but became favoured by the village after the sacrificed himself in the battle to take down the Pact of Four, dying in the lands of Ketsugakure, in the Kyoufou Islands. His body was never recovered.

Brother Lion - Hogo Todoroki
A famously strong-minded man, Hogo was the youngest member of the Todoroki Council to have ever existed, at the young age of twenty-four. He was known for his unusually long blonde hair, an unheard of characteristic for a Todoroki, which looked like a lion’s mane when under his helmet. He restored some of the clan’s pride, having the charm and drive to be known throughout the village as the smart man he was. During the final attack on Takigakure, the base of the criminal organization Hakumei Seidai, Hogo was killed, and his corpse was lost in the remainder of the battle.
