No monkey you misunderstand. I mean once you have gained two elements via jounin exam there could be another training to further develop your control to allow you to combine your elements and another to develop
My logic for fire + water = oil is because the oil is flammable....so you need to make the water flammable and fire could be used to alter the structure to make it flammable perhaps. Afterall no water is pure H20

Ryuu, wuld u wanna do all tht? and my logic is: when u have complete mastery of Suiton, you can bend molecular patterns and polyhedrons to alter texture to match other things. Oils, acids, liquid nitrogens, etc are all the products to be reeped from Water+Water...

But your not learning a second element. Your just further learning that element. I think for that training should be required.
I know that fire+wind = flight, but that doesn't really seem like an element. I mean Mokuton, Hyouton, Maton etc are all elements.
I will accept that once you have two elements you should be able to combine them, though I think some training should be required for this and yes I would be willing to do it because you would get TP from it which can be used for SP. However, if you don't want the training then fine.
However, for further developing an element such as fire + fire or water + water I don't think that should be dual element, but instead it should be just further mastery of the element that comes from training. Perhaps instead of training you could get it when you know a certain amount of high level jutsu e.g. 1 S rank, 3 A rank.

True I know you need training to learn the techniques, but jut saying hey I know both these techniques i'm now going to fuse them seems a bit easy. But whatever

No, you need to train the actual fusion before even think of using jutsus of that element.

Actually, that training IS the 2nd part of the exams. The beasts cannot be slain with taijutsu, elemental jutsu, or other ninpo. That leaves elemental combo attacks.
